Jesse Roach
Jesse Roach grew up in New Mexico, and holds Bachelor of Science degrees from Stanford University in Biology (1995) and Civil Engineering (1995), and a Masters of Science degree, also from Stanford, in Civil and Environmental Engineering (1997). He received his PhD in Hydrology from the University of Arizona in 2007 with a dissertation titled “Integrated Surface Water Groundwater Modeling in the Upper Rio Grande in Support of Scenario Analysis”. He has been working at Sandia National Laboratories since 2006 on integrated, systems level modeling of natural resource systems with the goal of informing policy and planning decisions with the best available science.

Beth Salvas
Beth Salvas is a project hydrologist with Daniel B. Stephens & Associates. She has a M.S. degree in Hydrology from the University of Arizona and a B.S. degree in Environmental Geology from New Mexico Tech. Beth has over 10 years of professional experience and has served as project manager for mining and water resource related projects. Her interests are in geochemical modeling, surface water hydrology, water resources assessment and planning, and water quality sampling. Prior to rejoining DBS&A, Beth was a project manager with the Interstate Stream Commission where she managed the Eagle Nest Reservoir Project.

Elizabeth Bastien
Elizabeth Bastien holds a B.A. in chemistry from Albion College and an M.S. in hydrology from New Mexico Institute of Mining and Technology where she defended her thesis, “Solute Budget of the Rio Grande above El Paso, Texas”. She is a hydrologist with Daniel B. Stephens & Associates. Her interests include water quality sampling, water supply, aquifer storage and recovery and geochemical modeling.

Samantha Barncastle
Samantha R. Barncastle, originally from Roswell, New Mexico, received her Bachelor of Arts with Honors from New Mexico State University in 2007, and her Juris Doctorate, Magna Cum Laude, from the University of New Mexico School of Law in 2010. Upon graduation, she chose to return to Las Cruces , N.M., where most of her extended family is located, and there she became an associate attorney with the Law Office of Steven L. Hernadez, P.C. The law firm has a general civil practice with a heavy emphasis on natural resource litigation (specifically, water issues). Ms. Barncastle is co-counsel with Steven L. Hernandez for Elephant Butte Irrigation District (EBID). As co-counsel for EBID, she has been heavily involved in the pending stream adjudication of the Lower Rio Grande, water related litigation in federal court, and a variety of water related issues within EBID’s administrative area. The Law Office of Steven L. Hernandez, P.C. is also general counsel of the Carlsbad Irrigation District, is special counsel for the Middle Rio Grande Conservancy District in a protest proceeding before the NM Office of the State Engineer, and represents clients in several western states regarding water issues.
